Just Picked up The Division for the FPS Evenings. Don't know too much about it. Do I keep a character for those evenings or do we just all jump in at different levels? Knowing my Internet, its probably going to download for 3 days ;(

In terms of characters. You'll need to get through the opening mission minimum but also some of the base building missions would be no harm. These are missions you so to bring parts of the base online.
Enemies get scaled up in difficulty to match the highest level player. So for example when I ran with Jay Force he was level 30 and I was 9. I could survive about a second of sustained fire but I earned 125xp per kill (25 per kill playing at my own level). I had to hang back and play safe but it wasn't too bad. And 5 times the XP was great!
So to answer, you don't have to be at the same level but you don't want to be very far apart. I got to level 10 just doing the base building missions. So anyone who wants to play should aim to get those done. Having said that I can do them with you but you'll need to be a little more carful to stay in cover and engage smartly.
I'd advise new players to get this part out of the way first. We can then run our base building missions together which will be so much more fun than doing them on your own. Sound like a plan?
PS: If you start at exact the same time you can run the Brooklyn training missions together.
